1. What is the People Champions Programme (PCP)?
A light-touch, employer-supported programme that equips selected employees to support workforce engagement, wellbeing, and communication - with NTUC providing capability support and resources.

3. How do I become an NTUC SMEP' People Champion?
The 'People Champion' is jointly nominated by their company and NTUC as part of their career development to take on greater responsibilities, to lead and strive for the mutual interests of the business and the employees. People Champions will need to be supported by the Account Manager from NTUC SMEP.
Eligibility Criteria:
- Employee of company (not part of HR/Management)
- Singaporean or Singapore PR
- Existing NTUC Member without payment arrears.
Existing Branch Officials who fulfilled the nomination criteria can be automatically transferred to PCP and continue participating in our fully subsidised training by SMEP.
4. How many employees can be enrolled in the People Champions Programme?
Employer can enroll one (1) person to be a People Champion for every 25 employees in the organisation.
5. Who delivers the courses in this Training Programme?
Trainers from the Ong Teng Cheong Labour Leadership Institute (OTCi).

7. How do I graduate from People Champions Programme?
You can graduate after meeting the following requirements:
a) Completed three *Foundation Level courses, and
b) Completed six Advanced Level courses
*Foundation Level Courses are referring to:
- (FP1) - Labour Movement and Union Leadership
- (FP2) – Industrial Relations (IR) Systems and Tripartism
- (FP3) – Labour Laws and Dispute Settlement
Aspiring graduates may be given the opportunity to participate in Flagship Courses, Professional Certifications, Mentorship to further enhance their skillsets and gain professional recognition.
8. How long does it take to graduate from this programme?
The training programme is structured in a way that takes into account the busy schedules of our People Champions. As such, you can take the courses in this programme at your own pace and complete them in a recommended period of 2 years. However, if you would like to graduate earlier, you can complete the courses within 1.5 years.
9. What is the difference between Foundation Level and Advanced Level courses?
The Foundation Level courses provide participants with basic knowledge and skills on foundational Industrial Relations competencies. Advanced Level courses cover a comprehensive range of topics pertinent to Industrial Relations, leadership and membership knowledge to hold higher responsibilities in co-creating positive workplace culture for the mutual interests of workers and business.
10. What if I missed the Foundation Level courses? Can I still attend the Advanced Level courses?
You can attend the Foundation Level and Advanced Level courses in any sequence. For instance, you can attend Advanced Level courses before attending the Foundation Level courses.
If you missed the Foundation Level courses, you can still attend them when they are next made available.

11. Can I still graduate if I have completed six Advanced courses and two Foundation courses, but missing one Foundation course?
People Champions must have completed all three foundation level and minimum six Advanced level courses to graduate. You can aim for the next graduation ceremony should you miss the eligibility to attend current year.
12. What are the course fees?
NTUC SMEP will fully subsidize the course fees.
13. I want to attend the courses in this programme? What can I do now?
Employee will need to be co-nominated as a People Champion by your employer and NTUC SMEP Account Manager in order to attend the courses. To be nominated, please contact your Account Manager for more information.
Once you have submitted the nomination approved by both company and NTUC SMEP, do stay tuned and look out for the registration link of respective courses nearer to date.
14. Employer and Employee Recognition
People Champions who exemplify Worker 4.0, displaying the traits of improving jobs through adopting/initiating productivity improvements may be eligible for nomination of May Day Awards (Model Worker). Such initiatives can be through up-skilling, digital transformation related training, improving workplace culture positively, or traits of being adaptable to changing work environment.
In addition, progressive organisations with People Champions and made significant contributions through collaborations, projects or initiatives of national impact that promote and support the Labour Movement’s outcomes in improving workers’ wages, welfare, work prospects may be eligible for nomination of May Day Awards (Partner of Labour Movement).
